The Richmond City Council EHS committee met on January 16th and February 13th, 2025. Here is a summary of the activity from the meetings.


Meeting Highlights


  • Homelessness crisis: The council discussed the ongoing homelessness crisis in Richmond. They heard from several experts and advocates. They also discussed various potential solutions. There was a focus on the lack of capacity for beds on the provider side. They discussed engaging with churches to provide additional space. Additionally, they talked about how to address mental health amid the housing crisis and the possibility of coordinating with hospitals.


  • EBT theft: The council discussed the issue of EBT theft. They heard from the Commonwealth Attorney's office about the prosecution process. They also discussed the possibility of tracking offenders. But, it is not a city issue and that makes it difficult to address.


  • Affordable housing: The council discussed the issue of affordable housing. They heard from several experts about the challenges of finding and maintaining affordable housing in Richmond.


  • Early Childhood and Education Trust Fund: The council received an update on the Early Childhood and Education Trust Fund. They discussed the need to increase enrollment in Head Start programs.


  • Richmond Resilience Initiative: The council heard a presentation on the Richmond Resilience Initiative. This program provides guaranteed income to low-income families. The council approved $500,000 in funding for the program.

  • The council approved a number of board appointments and reappointments.
