Resident engagement directly impacts local progress! During the recent meeting led by Chair Poole, two public speakers shared feedback on proposed neighborhood upgrades, right before the Planning Commission approved the residential proposal at 1003 Baywood Court with an added amendment requiring sidewalk improvements. Whether attending public hearings or following updates from the Richmond City Council and Planning Commission, resident involvement strengthens public safety and guides smart Community Development across our city.

Housing & Neighborhood Development


  • Mimosa Street and Swanson Road Projects: Recommended approval to City Council for up to 22 single-family attached dwellings and one single-family detached dwelling at 2310 Mimosa Street, up to two single-family homes at 2300 Mimosa Street, and up to three single-family detached homes at 5729 Swanson Road.

  • Single-Family and Accessory Dwelling Upgrades: Recommended approval for single-family detached homes at 1001 Barlen Drive, up to four single-family detached homes across 1800 and 1802 North 27th Street, and one single-family home paired with an accessory structure dwelling unit at 1501 Brookland Parkway.

  • Multifamily Residential Growth: Recommended approval for a multifamily dwelling across properties at 2410, 2412, ½, 2414, and 2416 Brook Road, as well as a multifamily project with off-street parking spanning 1101 Hampton Street, 2004 & 2008 Powhatan Street, and 1006, 1008, & 1010 South Meadow Street.

  • Baywood Court Residential Approval: Recommended approval for up to one single-family and one two-family detached dwelling at 1003 Baywood Court, complete with an amendment mandating sidewalk improvements.

  • Agenda Continuances for Thorough Review: Continued special use requests for eight attached dwellings at 5706 York Road (to September 1), a 100-unit multifamily building at 1209 Overbrook Road (to September 15), and two two-family dwellings at 3407 Lawson Street (to October 20) to ensure thorough evaluation.

  • Terminal Place Shared-Use Path: Approved the Location, Character, and Extent review for a new shared-use path connecting Terminal Place across Leigh Street to Arthur Ashe Boulevard.

  • Hey Road Infrastructure Upgrades: Approved street, sidewalk, and stormwater improvements along Hey Road between Hull Street and Walmsley Boulevard.

  • 2nd Street Bus Platform Placemaking: Approved the Department of Transportation proposal for painted planters at the 2nd Street Bus Platform to enhance public transit waiting areas.

  • Bryan Park Environmental Protection: Approved a stormwater sediment catchment pond near "Azalea Pond" in Bryan Park to safeguard local waterways and parklands.

  • South Meadow Street Alley Closure: Recommended City Council approval to close a 1,600± square foot alley bounded by South Meadow Street, Appomattox Street, Hampton Street, and Powhatan Street to public travel.

  • Broad Rock Boulevard Service Facility: Recommended approval for a special use accessory building supporting an automotive sales and repair facility at 1900 Broad Rock Boulevard.

  • Woodlawn Avenue Medical and Professional Office Space: Recommended modifying special use terms for physicians' and general office space at the northeast corner of Woodlawn Avenue and Grove Avenue.

  • West Broad Street Entertainment Venue: Recommended conditional use approval for a nightclub located at 2900 West Broad Street.
